mosaic’s Direct Payments Support Service (DPSS) provides bespoke support to disabled people who receive Direct Payments (DP), Personal Budgets and Personal Health Budgets (PHB), to purchase their choice of care or employ Personal Assistants (PA).
We are on the framework agreement to provide support to people living in Leicester City and are in receipt of Direct Payments and Personal Budgets. We also provide services to people living in Leicestershire and Rutland and to people choosing to fund their own care (self -funders).
Our experienced staff will provide Direct Payment Advice and Information, Payroll Service and Managed Accounts support to our customers.
ADVICE & INFORMATION
Many disabled people who choose to employ their own PA can find it difficult to understand and meet all their employer duties and responsibilities, which include employment law. Each employer requires support to be set-up and maintained to meet most of the same legal requirements as any business.
Our Direct Payments Advisers can provide you with information and advice tailored to your needs and can include DP/PHB information and rules; assistance with recruitment and selection of PAs, sourcing alternative care or care agencies, employment advice, staff management, fund budgeting, template documentation.
As an employer, you will need to meet certain employer duties, one of which includes processing your PAs wages. Our Payroll Officers will register you with HM Revenue & Customs as an employer and provide you information and support to set up a pension scheme, if required. As your payroll agents we will retain your payroll records, process your PAs wages and all statutory payments in line with the current guidance, your support plan and submitted PA timesheets. We can provide you with the forms that are required to fulfil your employer role. If you have Managed Account with mosaic, then all PA wages, HMRC, and pension payments will be made on your behalf.

Our Managed Accounts team will administer and financially manage funding on your behalf. We will make all authorized payments in line with your support plan or agreed budget, monitor your funding and contribution, if applicable. If you are employing your own PA, then your employer responsibilities remain with you.
